LOCAL GOVERNMENT EMPLOYEES ARE SHRINKING; THEIR VOICES NEED TO BE HEARD AT KATSINA GOVT HOUSE BY BILAL UMAR

Two weeks ago, I had a lengthy letter sent to Governor Aminu Bello Masari via Katsina post to expressed my despair after he spent one year in office. In the letter, I expressed what I think was the opinion of most people in katsina state. I feel compelled to write again after being forced objectively by lot of phone calls and text messages received from different segment of people. This time as we all know, Local Government employees are shrinking in a depth of uncertainty with many falling in a critical conditions due to the inability of the state government to pay their own salary for the month of May. This was no reason than lack of funds from the federal share as was claimed by the state Government. In Katsina state, It is not a secret that economic stability of our people depends on the ability of the Government to pay the workers salary. Even though, Governor Masari is trying hard to ensures all workers get their take home package as it when due. But delaying in this hard time which is concurrent with the month of Ramadan posses more hardships , not only to the workers, but to the majority of the people in the state. Still in the thick of this storm, the governor has again set a workers verification committee, which was according to him, to verify the actual workers of some selected LGAs in the state.But many workers insisted that this exercise came at a wrong time, thus, view it as a suspicious with hidden agenda to causes deliberate delay in the payment of their monthly salary.
AFTER DEEP THINKING ABOUT THIS DIRECTIONLESS TIKITAKA, HERE ARE MY TAKEs AND VOICES TO THE GOV. MASARI.
(1)_Sir, it is indeed thorough and brought to the fore that, as an executive Governor of a blessed state like Katsina has to find another means of addressing such an unfortunate and regrettable development in the shortest time frame, because all workers in the state deserved their salary as it when due. To be sincere, nothing decreases the popularity of a sitting Governor in his state better than government owing the workers their own salary.
(2)_Sir, I know katsina state is going through a financial tregedy, but this is according to me is avoidable if human selfishness, carelessness and mismanagement of state own financial resource are put into consideration. I am sure this would triumph over the tragedy within short possible time. Therefore, I am expecting you to work tirelessly to end this crises which left the LG workers empty handed and incapable to withstand the hardships in this holy month of Ramadan.
(3)_Sir, your government is thoroughly elected by people of katsina state and it has the support of the majority, so you should note that, our state economy is made to function when workers are been paid their monthly salary, failure to this, the effect would recycled back to the masses which would gradually affect your popularity in the state. This effect is real because the workers will suffer, their immediate family and the dependent will suffer,  the general community will also suffer from it, and this need not to go any longer from now.
(4)_ sir, permit me to remind you that most of these workers risked their Jobs on election days with the hope that you are the savior who seeks to mend the evil work of the past. Any failure from this, the rational change slogan will prejudiced throughout the state. Leaving them a laughing stock for others. This is a sufficient reason why I write this piece to lay my advice to you, though, under the disadvantage of meeting you physically.
(5)_ Your excellency sir, indeed, it is time now to go back to drawing board for planning the very best future of the state, dependency on federal allocation posses more threat than joy. So therefore, finding more alternative ways of sourcing revenue (IGR) would reduce the persistent problem of unpaid salary. In addition to that, katsina state is blessed with fertiled landed resource, in Agriculture only, if modernized and funded, lot of income would be generated to reduce the dependency on oil revenue. I believed this would make the future so brighter for the state.
(6)_ Considering the business not as usual, we all know that, the power now belongs to the PVC. Most of these workers voted for you to unseat the disastrous PDP, God in His will, made you a sitting governor of the state. Meaning, workers can best be serve despite the prevailing situation of the financial constraints. Failure to this was not the real change many have voted for.
All in all, government always is all about priorities to its people, one of the priority of any government on power is to provide subsidies way of life to the people. Recently, the cost of living adjust to a higher level of unbearable pricing in the market, this means employees with unpaid salary are in difficulties that sound unfair to them. As a trustee of the state, a leader who has the trust of his people, would entirely commits yourself in serving the good people of katsina state.
TO CONCLUDE..In katsina state, we need real reforms that will put our economy on track and on sustainable path going forward.
TO THE END..You may be feeling by now, your excellency sir, that my piece is more of CRITISM than REQUEST. Yet truely, you remain for me a leader whose attitudes to the tasks of government are the most loved one in the history of katsina state. Because you are the only piller behind which a profound change in government is realized. The hope and faith remain in you sir.
TO THE FINAL WORDS..your excellency sir, the voices of katsina state LG. workers deserved to be heard as per as paying their salary the only legacy you inherited from the past government.
