The Katsina State Governor, Rt. Hon Aminu Bello Masari has today present the 2017 budget tag "Budget of stabization of the restoration Agender" before the katsina state assembly this afternoon.

The pres. (Voice O The Youth) Comr. Abdullahi Kabir Faskari, unbehalf of the good people of katsina state has shown his appreciations to Governor Masari for doing everything humanly possible to move the state to a better state of katsinawa's dream despite the economic hardship being faced in the past 1yr. Government find's it very difficult to perform to the expectation of the people.  But not withstanding, so much progress has being made and identified so far, within and across the state. The "Budget of restoration of hope" in katsina state has done so much in the areas of Education, Health, provision of potable drinking water for both human and animal consumption, Infrastructural Development, Poverty Alleviation, Economic Empowerment, Security, etc.


The pres. Comr. Abdullahi Kabir Faskari has also shown his satisfaction and Indeed happy with the way Governor Masari of Katsina State is currently running the affairs of the state and the way the State Governor has moved away from politics to face what he was elected to deliver- governance.With the precarious revenue accruing to the state from the federation account, the magnitude of work going on is confounding those who think his maladies are exogenous. Governor Masari has proven beyond  every  reasonable doubt that he is out to change the hitherto sad commentary about the state.

The pres. Comr. Abdullahi Kabir Faskari has call on the Katsina State Government not to join issues with distracters; and also not to be dettered by those who are resisting change in the state, urging the people of katsina state to remain steadfast as His Excellency's efforts will Insha Allah transform into "Positive results". 

 The President Voice of the youth also added that, he is optimistic, With the " Budget of stabilization" of the Restoration Agender Blueprint of Gov. Masari, nobody will be left behind.


Here attached is the review of the 2016 Budget.


WATER RESOURCES
As part of the state government effort to provide safe and potable drinking water, the Government had completed the first phase of the rehabilitation of Malumfashi Water Supply Scheme which was awarded at an Estimated Total Cost of N1.5Billion while the contract for the rehabilitation and upgrade of Kafur Water Supply Scheme was awarded at the cost of about N200million.


Similarly, the Contract for the expansion and rehabilitation of Ajiwa Water Works which was awarded at the cost of about N2.0Billion has reached an advanced stage of execution.

The State Government has also within the 2016 financial year procured 1,502 metric tons of Alum in addition to other water treatment chemicals at the cost of N258,598,336.00. Other projects include rehabilitation of existing boreholes and construction of new ones across the State to boost the provision of potable water for human and animal consumption. Government has in the 11 SHAWN Local Governments constructed 678 hand pump boreholes and 20 motorized boreholes, 6No. compartments of latrines in some selected Secondary Schools and provided hand washing facilities in 11No. Primary Schools. Arrangements have been concluded by the State Government to award contracts for the drilling of 46 hand pump boreholes, 23 motorized solar boreholes as well as rehabilitation of 680 boreholes across the State. From January to November, 2016 the sum of N1,854,387,868.00 was released to the Ministry of Water Resources as Capital Allocation to cater for these water projects.


AGRICULTURE
Katsina State being an agrarian State relies so much on agricultural activities for economic growth and sustainability. Despite the economic challenges, the State Government had within the 2016 financial year procured 23,000MT of fertilizers at an estimated total cost of N3.2 Billion which was distributed to farmers across the State at subsidized rates. This resulted in the increased production of agricultural commodities.

Similarly, the State Government had rehabilitated Earth Dams, Irrigation Schemes as well as purchased 620No. 3 inch irrigation pumps and agro-chemicals for distribution to farmers. For example the Government has under the 2016 budget participated actively in the operation of Jibiya Irrigation project, rehabilitated Daberan Dam and Irrigation Scheme as well as Tafoki Dam and Irrigation Scheme among others. 

To control and improve the health status of livestock, the Government had within the 2016 financial year conducted the annual vaccination exercise, where thousands of animals were vaccinated against common diseases affecting animals in the State.

The Government is making special efforts through the Ministry of Agriculture to boost Rice, tomato and cowpeas Production in the State. The Ministry of Agriculture had as at November, 2016 received a total sum of N1,674,936,672.00 as Capital Allocation.



HEALTH
Taking into consideration the dilapidated nature of hospitals across the State, the State Government had under the 2016 Budget concentrated more on the renovation and upgrade of hospitals across the State.
The renovation and upgrade of General Hospitals Katsina, Funtua and Daura, Phase I and II awarded at an Estimated Total Cost of N857,039,787.70 have reached advanced stage of execution. Other projects include the renovation and upgrade of General Hospital Kankia awarded at the cost of N251,552,416.71 and the College of Nursing and Midwifery at the total sum of N94,614,000.00. Recently, the Government awarded contract for the supply and installation of hospital equipment for health facilities undergoing rehabilitation across the State at the sum of N700million. 

Also, arrangements are on top gear to establish a Teaching Hospital at Umaru Musa Yar’adua University as the construction of Administrative block of the Hospital will commence in the 2017 financial year.
In an effort to address the dearth of qualified Health Personnel in Government Health Facilities across the State, the Government had employed 530 new staff that include Medical Doctors, Nurses, Laboratory Technicians, Hospital Secretaries and other category of Health Personnel. The affected staff have since been posted to various hospitals for effective utilization.

Similarly, the policy of the State Government on the purchase and distribution of Free Medicare Drugs across the State had continued under the 2016 Budget. Already adequate drugs, under the Scheme, were procured and distributed to all the hospitals across the State. The sum of N1,863,161,646.00 was released to the Ministry of Health as at 30th November, 2016 as Capital Allocation.

ENVIRONMENT
In an effort to save the environment and reduce cases of overflooding and other environmental challenges, the Government had within the 2016 financial year concentrated on the construction of re-enforced concrete/block lined drains with cover slabs across the State as well as continued with the environmental sanitation exercise to provide and sustain clean environment all over the State.

Some of the projects include erosion control project at Kayauki village in Batagarawa Local Government Area awarded at the cost of N143,953,147.89 which has been awarded recently; construction of masonary lined Drain, pedestrian/ vehicular cover slab and laterite filling at Unguwar Jikamshi in Musawa Local Government Area awarded at an estimated cost of N37,219,626.02; construction of masonary lined drain at Samaru Village in Mani Local Government Area awarded at the cost of N7,871,452.19. Similarly, the Government has awarded contracts for the construction of re-enforced concrete/block lined drain with cover slab at Filin Samji and Kofar Kaura/Kofar Kwaya i.e along Yahaya Madaki Way in an effort to control flood in Katsina metropolis at an Estimated Total Cost of N236,504,648.57. Others include Yaranchi ‘A’ which was awarded at the cost of N191,118,754.00, Yaranchi ‘B’ at the cost of N182,141,474.00, Dandagoro at the cost of N61,681,770.00, Kaita Road at the cost of N23,625,053.00, construction of re-enforced concrete line drain culverts and access slab along the road leading from Family Support School at cost of N175,377,927.38, and construction of 3 Cells box culverts at Kofar Durbi at the cost of N35,276,263.74 among so many others. The Ministry of Environment had so far received the sum of N2,419,158,456.00 as at 30th November, 2016 as Capital Allocation.

RURAL AND SOCIAL DEVELOPMENT
The State Government has put in place so many projects to improve rural communities in order to reduce cases of rural to urban migration. Government has procured and distributed transformers to improve electricity supply to many rural communities across the State. New electrification projects were effected and rehabilitation and improvement of the existing ones were successfully executed. Government has procured and installed 86No. transformers across the State. Some of the Communities that benefited from the installation of the transformers include Kafur, Kwana Guga in Funtua, Karkara Road and Abattoir in Katsina metropolis in addition to expansion of distribution networks at Behind Steel Rolling and Sabuwar Unguwa in Katsina Local Government Area among others. The sum of N326,597,472.10 was released for expansion and distribution of Rural Electrification Projects and procurement of Transformers as at 30th November, 2016.

In the Social Sector, the State Government sponsored Sportsmen and Women to participate in various national and international competitions and in the process entrenched effective reward system for the best performing ones. Recently, the State Football Team, Katsina United Football Club qualified for promotion to the elite Nigeria Premier League, while the Feeder Team and Malumfashi United Football Club were successfully promoted to play in the Division I of the Nigeria Nation-Wide League Football Competition. These are in addition to the emergence of the State Para Soccer Team as the second best in the National Polio Day Para Soccer Tournament, which took place in Port Harcourt, Rivers State.

It is the commitment of the State Government to provide conducive atmosphere for sporting activities that attract individuals and Organizations to come to Katsina State for series of activities. Within the year, the State Government hosted the Nigerian Airforce Games and the Camping Programme for the Nigeria National Team Under 17 for two months.

YOUTH AND WOMEN DEVELOPMENT
One of the major areas of the State Government attention is the issue of Youth and Women Development. The Government has provided series of support and assistance to Youth and Women Organizations across the State.

The Government has within the year expended about N9.5m to procure and distribute items such as grinding machines to empower and resettle women on different trades/skills. The items were distributed during the celebration of the 2016 International Women’s Day. Also, about N21.0m was expended on the renovation and equipping of Daura Bakery, where women will be trained on confectionary and catering services. In addition women with health and social issues were assisted by the Government. 

In terms of assistance, it is my belief that none of the previous Administrations had assisted the citizens of Katsina State with health and other critical issues like the present administration.

Similarly, the State Government has through a Special Youth Vocational Entrepreneurship Programme under the Governor’s Office anchored by Sir Ahmadu Bello Sardauna Memorial Foundation, trained 300 youths (male and female). The training cut across trades that include: ICT skills; poultry production; vegetable oil extraction; catering; cosmetics; interior decoration; shoes and bags making; and tailoring. The sum of N257,363,330.00 was expended by the State Government in the provision of required take-off materials, business premises and logistics support.

ECONOMIC EMPOWERMENT
The Government has through the State Economic Empowerment Directorate embarked on massive economic empowerment through the distribution of soft loans to Small and Medium Entrepreneurs across the State. The CBN Development Loan Scheme was successfully implemented in the State. The sum of N2,000,000,000.00 was distributed to entrepreneurs in the State as soft loan, which greatly assisted in establishing businesses and employment generation.

Out of the total amount disbursed, the sum of N56,700,000.00 was distributed to 1,890 people living with Disability at the rate of N30,000.00/person. The sum of N5,250,000.00 was shared to 35No. operators of Telecommunication Kiosks at the rate of N150,000.00 per Kiosk. 34No. Local Government Area Organized Trade Associations were given a total sum of N272,000,000.00 at the rate of N8,000,000.00 per Local Government Area. In addition, the sum of N47,500,000.00 was distributed in Katsina, Funtua, Daura, Malumfashi, Kankia, Dutsinma and Mani Local Government Areas, where about 7,000 people benefited. The sum of N104,100,000.00 was distributed to Women for Goat Breeding where 2,082 Women across the State benefited from the facility at the rate of N50,000/beneficiary. Others that benefited from the loan facility include Unemployed Graduates, Faith Based Organizations, Small and Medium Enterprise, Local Government Co-operatives, etc. All in all, 75,194 benefited from the CBN Loan Facility.

In line with the policy of the present administration on private sector, job creation and entrepreneurial promotion through generation of viable investment opportunities in the State, the State Government organized the Economic and Investment Summit which took place from 9th – 11th May, 2016. The theme of the Summit was “Unlocking Investment Potentials for Sustainable Development”.
The Summit had succeeded in connecting Katsina State to the Global Investment Map especially to Domestic and International Investment Community and related regulatory authorities. Also, investment opportunities available in Katsina State were documented in form of Investors’ Guide as well as creation of website for the purpose.

Some of the outcome of the Summit include the handing over of Moribund Kankia Metal Works to Ampri Global, an Indian Company on concessionary arrangement, foundation laying ceremony for the construction of 500 affordable housing units, by Sapaz Shelter Nig. Ltd, the construction of Bio Fertilizer Plant by Salad Green House Ltd, a Canadian Company. Similarly, arrangements for the establishment of 800 hectares Industrial Park along Jibia Road Katsina have reached an advanced stage as already, the State Government had commissioned a Consultant for the purpose. In addition the State Government is currently discussing with the Obax, Power China and SunAfrica Companies for the development of Solar Power Projects ranging from 100 – 300MW in capacity. The State Government is providing all the necessary support to the Companies to secure licenses and permit required from the Federal Government.

Out of the sum of N30,793,696,691.10 available for Capital Services, the sum of N22,848,748,764.23 was released to Ministries, Departments and Agencies as at 30th November, 2016.
SECTORAL PERFORMANCE OF THE 2016 BUDGET
The State Government had performed creditably well in each Sector of the economy in the 2016 Budget despite the decreased revenue allocation to the State. Breakdown of the Sectoral performance as at 30th November, 2016 will be provided by the Special Adviser, Budget and Economic Planning.

HIGHLIGHTS OF 2017 BUDGET
Having reviewed the 2016 budget and its performance, Here is the highlights of the 2017 Budget, which is tagged “Budget of Stabilization”.

The total Budget for the 2017 Fiscal Year is in the sum of N140,162,092,690.00 with 66% Capital Expenditure and 34% Recurrent Expenditure. In aggregate terms the 2017 Budget is higher than that of 2016 by N28,710,088,420.00. The 2017 Budget is structured with a total recurrent expenditure of N47,730,311,360.00 or 34% of the total budget and capital expenditure of N92,431,781,330.00 which is equivalent to 66% of the total budget. 

The Budget is specifically designed to tally with the 3 year Development Plan of the present administration.
